They will be found on some monuments. You put scrap metal and pay for the spins with it - each of them costs 10 scrap metal. There is a sign above the machine with the combinations and what you will get if you knock them out.

For each mallet in any combination you will get 3 scrap metal. For each microcircuit - 5.
