Added clan system to aux branch of Rust game

A clan system has been added to the aux branch.

Now large clans will receive a separate command system, which will include the following functionality:

• Clan emblem: you can draw any emblem you want right in the game. The banner color can also be repainted
• List of clan members, who invited them and when
• Ranks: clan members will be distributed by ranks. Ranks can be whatever you like - they are created and distributed by the clan leader himself
• Announcements: The leader can notify players about any events or news directly in the announcements tab
• Event Log: Displays what is happening in the clan among players, indicating the time when it happened

You can change the rank of each player, and also add tags to them - in case you need to remember something about the player you need, or if he changes his name.

The ability to manage a clan may not only be the leader - rights can be delegated to any ranks at your discretion. Of the available rights that can be enabled/disabled, there are:
- Change MOTD (the clan announcement that appears when you enter the game)
— Editing a banner
— The right to invite players
— The right to kick players
— The right to promote players
— The right to demote players
— Add notes to players

It is unknown whether this will make it into the May game update, but at the moment the functionality is more or less complete. You can test the clan system on the aux01 branch.
