Minor changes to the chainsaw

The latest updates to Rust on Steam have introduced some minor changes to the chainsaw mechanics that will greatly improve the gameplay experience.

One of the major changes is that you no longer need to try several times to start the chainsaw. Now it starts the first time, saving you time and effort.

In addition, the fuel consumption system has been changed. Now the chainsaw consumes 75% less fuel, which will allow you to work with it much longer without the need for constant refueling.

These changes are intended to improve gameplay balance and make chainsaw use more convenient and economical for Rust players.
